SUMMARY: The Environmental Protection Agency (EPA) has submitted an information
collection request (ICR), NESHAP for Cellulose Products Manufacturing (EPA ICR Number
1974.12, OMB Control Number 2060-0488), to the Office of Management and Budget (OMB)
for review and approval in accordance with the Paperwork Reduction Act. This is a proposed
extension of the ICR, which is currently approved through June 30, 2024. Public comments were
previously requested, via the Federal Register on May 18, 2023 during a 60-day comment
period. This notice allows for an additional 30 days for public comments.

currently approved through June 30, 2024. An agency may neither conduct nor sponsor, and a
person is not required to respond to, a collection of information unless it displays a currently
valid OMB control number.
Public comments were previously requested, via the Federal Register, on May 18, 2023
during a 60-day comment period (87 FR 43843). This notice allows for an additional 30 days for

Abstract: The National Emission Standards for Hazardous Air Pollutants (NESHAP) for
Cellulose Products Manufacturing (40 CFR part 63, subpart UUUU) were proposed on August
28, 2000; promulgated on June 11, 2002; and most-recently amended on July 2, 2020. These
regulations apply to each existing, reconstructed, and new Cellulose Products Manufacturing
operation that is either a major source of hazardous air pollutant (HAP) emissions or is
collocated with other sources that are individually, or collectively, a major source of HAP
emissions. A major source either emits or has the potential to emit any single HAP at the rate of
10 tons (9.07 megagrams) or more per year, or any combination of HAP at a rate of 25 tons

(22.68 megagrams) or more per year. New facilities include those that either commenced
construction, modification or reconstruction after the date of proposal. This information is being
collected to assure compliance with 40 CFR part 63, subpart UUUU.
In general, all NESHAP standards require initial notifications, performance tests, and
periodic reports by the owners/operators of the affected facilities. They are also required to
maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the
operation of an affected facility, or any period during which the monitoring system is
inoperative. These notifications, reports, and records are essential in determining compliance,
and are required of all affected facilities subject to NESHAP.

Respondents/affected entities: Cellulose Products Manufacturing facilities.
Respondent’s obligation to respond: Mandatory (40 CFR part 63, subpart UUUU).
Estimated number of respondents: 8 (total).
Frequency of response: Initially, semiannually.
Total estimated burden: 7,256 hours (per year). Burden is defined at 5 CFR 1320.3(b).
Total estimated cost: $1,134,894 (per year), which includes $120,135 in annualized
capital/startup and/or operation & maintenance costs.
Changes in the Estimates: There are no significant changes in burden from the most-recently
approved ICR as currently identified in the OMB Inventory of Approved Burdens. This is due to
two considerations: 1) the regulations have not changed over the past three years and are not
anticipated to change over the next three years; and 2) the growth rate for this industry is very
low or non-existent, so there is no significant change in the overall burden. Since there are no
changes in the regulatory requirements and there is no significant industry growth, there are also
no changes in the capital/startup and/or operation and maintenance (O&M) costs.
